Beatrice Offshore Windfarm Ltd (BOWL) and Moray Offshore Renewables Ltd (MORL) have been granted consent by the Scottish Ministers to develop offshore wind farms in the Outer Moray Firth. As a result, an airspace change in the area of these offshore wind farms is being proposed in the form of a Transponder Mandatory Zone (TMZ) to mitigate detrimental effects upon the Air Traffic Control (ATC) Primary Surveillance Radar (PSR) at RAF Lossiemouth.

Wind turbines located within the area of RAF Lossiemouth PSR coverage can present themselves as a large number of reflecting moving targets to the radar, which look very similar to aircraft radar returns. These false radar returns (also known as "clutter") displayed on the radar screen can be confusing to air traffic controllers and have the potential to erode levels of ATC safety and expedition in the area of the BOWL and MORL offshore wind farms.

To address these effects, the RAF Lossiemouth radar require changes to the current arrangements and procedures in the airspace over and surrounding the areas in which the MORL and BOWL wind farms will be built.  The map below shows the location of these consented offshore wind farms.



The proposed airspace change will provide the necessary mitigation to ensure safe and expeditious ATC services are maintained for all airspace users.  Consultation will be carried out with all aviation consultees including the Ministry of Defence, local airfields, offshore helicopter operators, commercial airlines, and private general aviation pilots, together with non-aviation consultees such as local councils.

We will also be seeking feedback on the proposal from the general public so that all consultees are considered and their opinions are represented when the proposal is submitted to the Civil Aviation Authority (CAA) for the regulatory decision.

You are invited to consider this document and provide your comments on the Moray Firth TMZ proposals.  The responses received will be summarised and provided to consultees in a Consultation Feedback Document approximately two weeks after the consultation period closes.  The Consultation Feedback Document will be made available on this website and will be submitted to the CAA.  The consultation responses will be included in the Moray Firth TMZ Airspace Change Proposal (ACP) submission to the CAA.
